It is fair to say that strome should be in the deal yes but without oel there will be no deal. I would go for

Oel, strome, pick number 7 and 20 for
Pick number 1, lupal and Percy

I think Matthews would look good in Columbus

3rd overall and Zack Werenski for 1st overall and 29/30 overall

Then you go Calgary. sorry Matthews needs to be in states if leafs trade him

Carolina. Skinner and Hanifin and 2016 1st rounder for 1st overall,Gardiner and Kapenen

Nothing along eastern seaboard
